The change was introduced at request of someone who is not a Spanish user. xkb maintainer is asking for me to do a voting to see if Spanish users prefer AltGr+4 to be a "deadkey" ~ or ~ I'm using the debian bug tracker as voting system due to a suggestion of a Debian Developer and due to it's relevance in the Free Software ecosystem.
