As http://doc.powerdns.com/built-in-recursor.html states, starting from
3.15 recursor behavious changes significantly, adding a default dont-query
for rfc1918 ranges:

Apr 19 16:01:37 scotch pdns_recursor[18453]: Will not send queries to:
127.0.0.0/8, 10.0.0.0/8, 192.168.0.0/16, 172.16.0.0/12, ::1/128,
fe80::/10

as this can really breaks pre 3.15 setups, IMHO a postinst warning
should be presented to the user.
