It is possible to upgrade to new epoch 1 packages, then purge the old phpgroupware epoch 0 packages, which leads to erasal of config values and database. The new phpgroupware epoch1 package is not depended-upon by other epoch 1 packages. So it's possible to upgrade to the new packages without upgrading it : only phpgroupware-0.9.16-core-base and its dependencies being installed. Then, after their succesfull installation, it's possible to purge the old phpgroupware package (it was removed because of conlicts with newly installed phpgroupware-0.9.16-core-base package), which leads to removal of /etc/phpgroupware and of the database. The phpgroupware epoch 1 package should then be upgraded in all cases, even if it will be possible to remove it in the future, once epoch0 packages will have disappeared.
