It seems that a patch to close bug #135990 caused this. From changelog
(pam 0.75-2):

   * Patch from Martin Schwenke <[EMAIL PROTECTED]> to only change
     passwords in pam_unix when they exist in the password file;
     hopefully does not break NIS, closes: #135990

There's an open bug in Ubuntu about the same issue:

I can confirm that it affects Debian sarge, Debian etch and Ubuntu
gutsy, at least.
