I'm not using a proxy. I just tried resetting my Languages preference to "English" (it was something like "Custom (English [en])" ), but that doesn't seem to help. When I access a local server, it doesn't seem to generate an Accept-Language header at all. But I just added French to the list, in addition to English, and now it works fine!
