Why not in this case? The average user would search for such 
a mailinglist on lists.debian.org rather than on alioth 
cause he probably doesn't even know about alioth.

The -security and -security-announce are used for stable 
security and as it was Moritz' proposal to ask for this list 
it seems like it is not wanted to mix those. 
-security-tracker has a totally different purpose and the 
-testing and -testing-changes are not even about security.

I agree that -security-announce would be an option but I 
also don't really see the problem in creating 
testing-security-announce. Moritz, what is your opinion 
about that?
