You can always rm -rf /usr/share/doc/*, that's guaranteed not to break anything (Policy 12.3). Imho a more worthwhile approach would be to get docbook and friends to write html that doesn't contain as much noise. (The html files are 1.2 out of 1.7 MB docs).
