rt-dump-database is unusable without the packages mentioned in the
subject of this bug report. Installing the packages resolves the
problem:

$ rt-dump-database

Perhaps the DBD::Pg perl module hasn't been fully installed,
or perhaps the capitalisation of 'Pg' isn't right.
