Thanks for the report, but if this is the error message, this is not a bug. 
You simply have too small of a limit for locked memory to run gringotts. 
Unfortunately, all possible use-cases of gringotts cannot be easily 
supported out-of-the-box.

As it says in the error message, see /usr/share/doc/gringotts/README.Debian 
for more information about how to increase this limit.
