Do you mean that caps lock events *ought to* be doubled (and aren't), or that they are doubled and shouldn't be? I found this oddity when writing an AT keyboard driver for GRUB, but I thought this was the normal behaviour (since the PC architecture is broken in so many other ways ;-)).
