Can you send me the output of "ls -l /sbin/MAKEDEV" and "dpkg -l makedev"?

MAKEDEV is run anyway, it creates the device file if you don't have
udev. Maybe you don't have an IEEE1394 interface now but you could add
one at any moment to your machine (maybe even hotplugging an
USB->FireWire converter). If you do have udev, MAKEDEV won't create a
raw1394 node in your normal /dev.
