The cause hasn't yet been determined - if the cause is out of our
control (the mirrors blocking you because freshclam is too old, eg) it's
out of our control and likely to be the case.  If it's a bug in clamav
in stable that incorrectly caches stale information, or fails to
retrieve otherwise valid files, it may be fixable.  I can't know until I
can reproduce it.

Until then, you're welcome to keep using scare quotes, or you can try
the solution I mentioned.
