When testing dependency based boot sequencing, I discovered a bug in
the init.d script for dirmngr.  It need a mounted /usr/ and this
require a dependency on $remote_fs to avoid starting to early and
stopping too late.  Also, it claim to stop in the boot runlevel S,
which is a bug as no script is ever stopped in that "runlevel".

Fixing these issues is a release goal for lenny, so it is good if it
is fixed quickly.

This patch solve the issue.  I hope I located all init.d scripts in
the package.
