Indeed, it re-installs color.cfg and it works again, but the
reinstallation fails badly:
$ sudo apt-get --reinstall install texlive-latex-base

I tried to re-install tex-common next, which caused dpkg to try the
thing it tried up there. Interestingly, it adds mktex.cnf.dpkg-new
during the installation, but afterwards it is gone again.
I’ll try to do some wild purging and installing.
