If you want to suggest a documentation improvement, I'm all for it. However, there will be no dependency changes or virtual packages as that would be a nuisance to people wanting to run chipcard-tools in chroots or with drivers without packages. Also, it'd be kind of late to change that for sarge and chipcard-tools will be removed/replaced after that, anyway.
