Note that the document was opened from Nautilus Open with other application -> OpenOffice Writer.
When opening from the OOO Open file dialog, a Writer/Web application opens and record changes functionality is not enabled. However, if the OOO recent documents facility is used, the .html opens in Writer, and the bug will strike the unsuspecting user.
