The atlas3-base.templates are not translatable as this file is not included in debian/po/POTFILES.in. Note that this is a "must" violation, as per policy 3.9.1: Packages which use the Debian Configuration management specification must allow for translation of their messages by using a gettext-based system such as the one provided by the po-debconf package.
