OK, I've got everything merged up. The file "section-defaults" now contains section descriptions, which can be overridden by translators if they translate an appropriate string (a bit icky, I guess, but it ended up looking like the cleanest solution to the problem). Hm, probably it would be worthwhile to generate translated section-defaults files by scanning the .po files, since all those strings are translated in the current release of aptitude.
