You can check it yourself by downloading http://www.strazer.net/stuff/ags_chm.zip and opening the chm file in xCHM. For example, go to "Scripting" -> "Character functions and properties" and click on "View property (character)". It should jump to the anchor on the page (#Character.View) but jumps to the top of the page instead. Jumping to anchors from links within the page itself works fine.
