People who had cweb installed without having as well tetex-bin installed fulfill the following two points: - they have not fulfilled recommends on their system - they don't seem to really use cweb If you care about these people, you can update tetex-bin to remove the unversioned conflict with cweb and let the cweb package from sid into sarge.
