This is the same (apparent) behavior as the current upstream iaxcomm -rc3 binary release using portaudio 18. (The -rc1 binary works.)
It is possible to build my iaxclient package using libportaudio-dev (V18) instead of libportaudio19-dev (V19). You could try that if you are having problems with V19.
The alsa driver has been updated after I uploaded the portaudio19 package, and an update of the Debian package may solve the problems. I will change to use libportaudio-dev by default in the next version of the iaxclient package, if it the problem persist.
