I didn't enable nessusd on system startup since it is a rather
sensible service. Improperly configured could be used to launch remote
attacks from the host it is installed to any other hosts it has access
to. It is also running as root (and cannot be changed to run as a
different user).

There has been no request to change this since I introduced the init
script over 4 years ago (as described in the changelog, initially
there was not even an init script see #110394). So I guess users are
fine with this setup.
