Have I read this right -- with debug=1 there is nothing in error.log at
all? If there is nothing, this is hanging very early

Are the permissions on the logfiles correct? Which user are they owned
by?

Also what are the permissions/ownership in /var/cache/apt-cacher?

Which working version did you upgrade from?

Presumably you are running in standalone daemon mode?
