This is why I asked you for the complete source package: I have had
cases where not only are people changing things like this, they're also
doing things such as supplying custom configuration on the command line
which is required to trigger the bug. This is one of the reasons why it
is important to provide direct reproduction information if possible when
reporting problems.

I have now managed to reproduce this. Unfortunately it appears that the
problem is triggered inside admin/kde.py which provides a number of
custom wrappers around SCons. These wrappers peer inside the SCons
internals so it will take a little while to investigate. It is
possible that the code there is not robust against changes in SCons and
will need to be fixed (there's also a note immediately above the
documentation utility about the code being ugly and requiring a rewrite
anyway...).
