I suggest to close that report about the bogus conflict with "cadmium".
a) it is not about apt-cacher but the main web server (apache)
b) we do not explicitely forbid to install multiple servers (because
some users run multiple http daemons on different ports)
c) there is no way to ensure any of that conditions within apt-cacher.
The local admin should be sane enough to not install multiple http
daemons or configure them for different ports.
