OK, this will be fixed in 1.40.4. The fix turned out not to be
exactly trivial, since glibc's locale code uses thread local storage,
so even a "hello, world" program when linked statically will use
thread local storage, and hence will require a 2.6 kernel.
So I ended up needing to build e2fsck-static using dietlibc in order
to allow the resulting binary to run on a 2.4 kernel. The plus side
is that makes the resulting e2fsck.static binary shrink from a
slightly over a megabyte to 312k. Glibc is definitely getting quite
bloated....
