I don't agree on this interpretation. Just take a look at other icedove/iceweasel plugins. I checked a few of them and they all have a Depends on icedove/iceweasel. > beagle should indeed suggest icedove-beagle, as it enhances the > functionality of the beagle software. There is also an "Enhances" keyword. Unfortunately none of the package management tools make use of it.
