After giving this a bit more thought, I conclude that the report is really about the problems with enabling concurrent booting, and not related to insserv at all. The only fix I see for this is to improve the documentation of the CONCURRENCY option, to make sure its users are aware that they need to check the sequence values for all boot scripts before they enable it. Because of this, I reassign it to the sysv-rc package, which is the package implementing the CONCURRENCY option.
