Package: squirrelmail
Version: 2:1.4.13-1

I proceeded to install SquirrelMail using the Document I found,
/usr/share/doc/squirrelmail/README.Debian.gz.

I managed to do
ln -s /etc/squirrelmail/apache.conf /etc/apache2/conf.d/squirrelmail.conf
and
/etc/init.d/apache2 start

I managed to successfully browse to
http://localhost/squirrelmail/

All not bad so far, guessing from the above Document.

Unfortunately, I thereupon encountered
  Error opening ../data/default_pref
  Default preference file not found or not readable!
  Please contact your system administrator and report this error.

I even tried another program I found,

  # squirrelmail-configure
  No configuration file found. Please get config_default.php
  or config.php before running this again. This program needs
  a default config file to get default values.

As the Document does not cover this, I conclude the Debian package
cannot be installed successfully just following the Document.

You have either deleted vital documentation from upstream, or not
finished the steps that those documents covered.
