I have found the buggy line of code:
#### log file ####
printf "\n\$$conf[\'log\'][\'name\'] = \'/var/log/horde/horde3.log\';"
>> \
debian/horde3/etc/horde/horde3/conf.php
In the debian rules file. I'll update that in unstable/testing.
So it is a bug.
