This is card/driver specific issue, I guess. I don't have such a problem with ipw2100. I thus won't add a global dhcdbd restart hook to pm-utils. My advice would be, that you create a hook for your local machine and place it into /etc/pm/sleep.d I could ship such a hook under /usr/share/doc/pm-utils/examples and document this issue in README.Debian though.
