That's very strange. It works fine here, even through sudo.
Three questions:
1. Do you have a dcc user and a dcc group, shown by "id dcc"?
2. What version of start-stop-daemon and are other things non-root OK?
3. What versions of dcc-common and dcc-server are you using?
I think this might be a symptom of bug 222524 but it might be
a bug in dcc packages too.
