We do ship a modified modules.conf that includes those noload statements
and we do depend on the exact same version of asterisk-config.

As far as I know, the only way that would happen is if you had a
modified modules.conf and you choose to keep your version instead of
using ours (or updating yours) to the prompt.

If that's the case, we can't do anything more but add a note on
NEWS.Debian, which I will do.
