Twinkle uses const char * QTextCodec::locale () [static] (-> http://doc.trolltech.com/3.3/qtextcodec.html#locale ) to determine the language used for GUI (gui/main.cpp:490). CLI is never translated. LC_MESSAGES is ignored.
If you like to run twinkle with a $LANG setting different to your default, you can start it with the command LANG=<your_LOCALE> twinkle for your purpose e.g. `LANG=C twinkle`. Obwohl ich mir sehr viel Muehe gegeben habe, die deutsche Uebersetzung etwas besser als unter KDE weithin ueblich hinzubekommen (deshalb hab ich's ueberhaupt gemacht. Ausserdem hatte ja ich staendig genoelt "Twinkle needs I18n!"), so bin ich doch fuer jeden Verbesserungsvorschlag aufrichtig dankbar. Zumal die mit Twinkle 1.0 ausgelieferte de_Uebersetzung nur eine Beta ist. Nur unspezifische Kritik empfinde ich als wenig hilfreich fuer die positive Weiterentwicklung von Twinkle.
