On my machine, there is a one wait (with progress bar, on the first tab) whilst the list of devices is fetched, and a second (with progress bar on the second tab) whilst the options are fetched for the selected device. The scan button stays ghosted out until the options have been fetched. On my machine, even if I never switch to the second tab, the scan button is activated after the options (displayed on the second tab) have been fetched. Is this not happening on your machine?
