Hi Sven, while working myself down the LyX buglist in the Debian BTS I stumpled about your bugreport #299778 [1].
Reading through your original bugreport I'd say the problem is fixed. The math panel in LyX 1.4.x/1.5.x works as I expect it to work. Reading Robs statement about it that it could be a request for an icon improvement I'm not sure if it's fixed in a way you would expect it to be fixed. So I'm going to consider it fixed and will close the report in about two weeks if you won't respond to this mail to clarify your report.
