I assume that in your view, debian-mirrors-announce would become a list with mirrors admins as only target ? That means that some mirrors-related messages will have to be cross-posted to both lists so that both users and leaf mirrors are informed about a change in a upstream Debian mirror. (it is not reasonable to ask all admins of debian mirrors for subscribing to a general list).
