sysstat installation ignores pre-seeded debconf configurations. For instance, if you seed your debconf database with sysstat sysstat/enable boolean true sysstat sysstat/remove_files boolean true using debconf-set-selections before sysstat is installed, then run apt-get install sysstat. The "sysstat sysstat/enable boolean" configuration will default back to false.
