Hi,
The manual pages erl(1) and others are effectively missing from
the erlang-base package.
% dpkg -L erlang-base | grep /man/ | xargs zgrep full
/usr/share/man/man1/erl_call.1.gz:The full \fIerl_call\fR manual page is
included into \fIerlang-manpages\fR package.
/usr/share/man/man1/run_erl.1.gz:The full \fIrun_erl\fR manual page is included
into \fIerlang-manpages\fR package.
/usr/share/man/man1/erlc.1.gz:The full \fIerlc\fR manual page is included into
\fIerlang-manpages\fR package.
/usr/share/man/man1/epmd.1.gz:The full \fIepmd\fR manual page is included into
\fIerlang-manpages\fR package.
/usr/share/man/man1/start.1.gz:The full \fIstart\fR manual page is included
into \fIerlang-manpages\fR package.
/usr/share/man/man1/erl.1.gz:The full \fIerl\fR manual page is included into
\fIerlang-manpages\fR package.
Since they document binaries in the erlang-base package, they belong
to the erlang-base package, per Debian Policy 12.1.
