I have two different webcams, a Logitech Quickcam USB and a Philips 740 webcam.
When I connect them one at a time, scanimage -l reports them correctly:

scanimage -L
device `v4l:/dev/video0' is a Noname Logitech QuickCam USB virtual device

scanimage -L
device `v4l:/dev/video0' is a Noname Philips 740 webcam virtual device

But when I have both of them connected at the same time, scanimage -L
reports both webcams as being identical. So I either get:

scanimage -L
device `v4l:/dev/video1' is a Noname Logitech QuickCam USB virtual device
device `v4l:/dev/video0' is a Noname Logitech QuickCam USB virtual device

or

scanimage -L
device `v4l:/dev/video1' is a Noname Philips 740 webcam virtual device
device `v4l:/dev/video0' is a Noname Philips 740 webcam virtual device

depending on which one was connected last.
