The mode in reportbug does not necessarily indicate the users' real
capability for understanding an issue reported.

e.g.  I might be an expert user of reportbug (not requiring a lot of
prompting etc. for using _reportbug_), but if I am trying out some small
piece of software package written in, say OCaml, and the software
doesn't start-up properly, I wouldn't know what "sending an OCaml trace"
means (if the maintainer of the software asks me to send one).

Also, package maintainers can use /usr/software/bug/<package>/script to
collect information like this (like in the case of this bug report,
reading /etc/reportbug.conf and ~/.reportbugrc).

Does this sound reasonable?  We can mark this wishlist bug as wontfix if
it does :)
