Back in the days "picins" was shipped with tetex[-extra] but AFAICS
it is non-free due to lack of license information and therefore
can't be distributed with Debian. But package texlive-doc-en for
example ships the file
/usr/share/doc/texlive-doc-en/english/catalogue/entries/picins.html

On the other hand /usr/share/doc/texlive-doc-base/README.Debian.gz
does not mention that picins isn't part of Debian's texlive. (At
least I assume that picins is part of original texlive due to
existance of picins.html)

Please mention the situation of picins in Debian's tetex (for
example in /usr/share/doc/texlive-doc-base/README.Debian.gz).
