This bug is still valid. You just have to go to /usr/share/doc/HTML/tools/index.html
If you have bzip2 installed, you'll see the title:

Which is exactly 49 characters. I have rewritten dhelp_parse in Ruby, and I
can easily raise this 49 characters limit to, say, 100 or more easily.
Hopefully I'll take over dhelp and upload a new version (with the rewritten
dhelp_parse) soon...
