I thought the perl package had all the Encode stuff, except this one
neglected one,
$ dlocate Encode|cut -f 1 -d ' '|uniq -c

but what do I know? What should I entitle my wnpp request?
libtext-perl-encode-detect?
Wouldn't it be better just to throw it in with the rest of the Encode
stuff in the perl package?
