Indeed the problem was that the following lines were missing from my xorg:
FontPath "/var/lib/defoma/x-ttcidfont-conf.d/dirs/TrueType"
FontPath "/var/lib/defoma/x-ttcidfont-conf.d/dirs/CID"
Once I can mkfontdir on those directories then vera appeared in xlsfonts.
