DPMS settings are not applied on system startup.
Reproducible: always
Steps to reproduce:
1. Disconnect power on turned off laptop.
2. Turn on laptop.
3. Check `xset q` output. In my case it was:
$ xset q

4. Verification.
4a. Connect AC adapter and check `xset q` output:
