In Chinese, the dates seen with, e.g.,
$ firefox file:///usr/share/doc/
say "western year" when they should say "public year":
=A6=E8=A4=B8 vs. =A4=BD=A4=B8 (qp-encoded big5)
Better yet, no need to say either, for crying out loud!!
If some country uses a wacky year system, then have a prefix for that.
No prefix implies the world wide year system. Does date(1) add goofy
prefixes? No. ls -l --full-time? No.
