A library would be an excellent start. That's also the case for pylzma.

Currently, Lasse Collin (the author of the lzma-utils patch included
in debian/patches and applied to the lzma SDK in Debian's lzma) is
writing a liblzma from scratch. It is not yet stable and not yet fully
completed. And it may take some time before it is.

But once it is done, it will ease the use of lzma in other applications.
