It seems the /usr/share/xml/docbook/schema/dtd/4.4/dbcentx.mod holds
lowercase definitions of ISO entities.

This makes the new 4.4 DTD unusable.

Replacing all "iso" string by "ISO" in 
/usr/share/xml/docbook/schema/dtd/4.4/dbcentx.mod solves the problem.
