True. This is why I asked about the problem as it is known in 028.39.1d1.
I have tried to locate the problem, but currently without success.

I suggest you use the 
linux-image-2.6.18-openvz-12-1etch1-<yourarch>_028.18.1etch2_i386.deb
version instead as that is better tested.
